In response to the challenges of rural "Village-to-Village Broadcasting", such as wide geographical coverage, scattered villages, the difficulty of traditional audio wiring, and the challenge of balancing unified broadcasting with independent village-level broadcasting, an IP network-based digital village-to-village broadcasting system is established.


The Village-to-Village IP Network Broadcasting System adopts a distributed IP network architecture, which is suitable for the decentralized layout of rural areas. Built on the township broadband network, it supports multi-level relay forwarding networking. The entire system consists of four core modules: the central server host, the network and relay transmission system, rural scenario terminal equipment, and control & remote operation and maintenance supporting terminals.


Relying on the existing rural network infrastructure, the system covers township control centers, village committees, and villagers’ activity areas. It supports unified management and control at the township level as well as hierarchical independent operation at each village level. The system features multi-channel audio source simultaneous playback, scheduled automatic broadcasting, remote operation and maintenance, hierarchical permission management, remote conference broadcasting and presentation, and multi-level relay forwarding. It meets the needs of policy publicity, agricultural science popularization, disaster warning, village affairs notifications, and rural meeting broadcasts, building a modern rural emergency audio publicity system for townships.

    The system supports simultaneous output of multiple audio sources. The main control center can individually select one or multiple villages for targeted broadcasting, allowing different villages to play different program contents simultaneously. It enables unified township-wide notifications and targeted broadcasting for specific villages, solving the limitations of traditional broadcasting, such as “one broadcast covering all areas” and the inability to achieve zoning control, and adapting to the hierarchical publicity and management model of towns and villages.

    Scheduled broadcasting tasks can be pre-programmed in the management software and automatically played at the preset time. The system supports real-time collection of external audio sources such as radio stations and external audio inputs, allowing live retransmission or scheduled distribution to villages after recording. Management personnel can remotely check terminal operating status and remotely control device power, greatly reducing the workload of offline inspections and manual operations.

    The system is equipped with multi-level operation permissions. When the system is idle, village committees can independently select and play programs such as agricultural science education and local information. When the township needs to issue emergency notifications, the system automatically takes priority, temporarily interrupts village-level broadcasting content, and automatically restores the original programs of each village after the township broadcasting task is completed. This effectively prevents unauthorized broadcasting while balancing township-level overall coordination and village-level independent publicity needs.

    Supports remote login and management of the platform via the internet. The system supports a relay forwarding architecture with multi-level tree network forwarding capabilities. Terminals feature large capacity support, adapting to large-scale, multi-point, and long-distance rural network deployment. It also supports both internal and external remote rural conference and publicity functions.

  • Core Service Host: Township-Wide Intelligent Scheduling Hub
    The broadcasting management server serves as the core of the system, supporting scheduled task programming, audio source scheduling, permission strategy allocation, audio recording and storage, and terminal status monitoring. It centrally manages all village broadcasting terminals within the jurisdiction, enabling unified township-level control. It is also responsible for permission verification, coordinating township broadcasting tasks and village-level autonomous broadcasting in an orderly manner, and ensuring stable 7×24-hour operation.
  • Network and Relay Transmission System: Long-Distance Rural Transmission Channel
    The system is built based on an IP network, eliminating the need for long-distance deployment of traditional audio cables and adapting to rural scenarios with scattered villages and vast geographical areas. It supports expandable relay forwarding modules, with terminals featuring audio forwarding capabilities to form a multi-level tree network topology. Audio data is distributed layer by layer, and a single terminal can support access from multiple downstream terminals. The entire network can accommodate up to tens of thousands of terminal points, meeting the requirements for full coverage deployment across large-scale townships.

    Outdoor column speakers and horn speakers are deployed in each village to cover public areas, while village committees are equipped with network broadcasting terminals and broadcasting microphones. By distinguishing between outdoor public announcement terminals and internal village committee audio terminals, the system enables outdoor one-way publicity broadcasting and two-way remote voice conferences within village committees, meeting both outdoor information notification needs and internal village-level discussion and publicity requirements.
  • Control and Remote Operation & Maintenance Supporting Terminals: Multi-Level Operation Interface
    Township-level main control terminals are deployed to support targeted village selection broadcasting; each village is equipped with local operation terminals for village committees to independently select and play programs. The system supports external network access, allowing remote login to the management platform via computers for operation and maintenance. It integrates scheduled broadcasting, village-level autonomous broadcasting, remote conferences, and emergency insertion functions, meeting the needs of rural applications such as policy publicity, agricultural science education, disaster warnings, and village affairs notifications in both daily and emergency scenarios.
